For more than 20 years, Dr. Rufina Santos-Binlayo has been an Attending Physician at Sea View. Since 2008, she has been chairperson of its Palliative Care Committee, a critical post in a long-term care facility.

Her colleagues praise her extraordinary bedside manner. She emphasizes effective communication with patients and their families facing end-of-life decisions, and personally spends hours talking with them. In the tradition of Sea View innovators Drs. Edward Robitzek and Irving J. Selikoff, Dr. Santos-Binlayo has a passion for the latest options in palliative care. Her leadership has led to NYC Health + Hospitals/Sea View’s Five Star rating and many awards, including Palliative Care from AMDA and Intalere, (formerly Amerinet.)

Dr. Santos-Binlayo earned her medical degree from Dr. Nicanor Reyes Medical Foundation-Far Eastern University, Manila, Philippines. She completed residencies in internal medicine at The Brooklyn Hospital Center, and in obstetrics and gynecology at Dr. Jose Fabella Memorial Hospital, Manila, Philippines. She was an associate staff physician at St. Vincent’s Medical Center, Staten Island, and is an internal medicine physician at The Staten Island Medical Group.
