Neil J. Moore , MBA, MPA, FACHE

NYC Health + Hospitals/Queens has named Neil J. Moore, MBA, MPA, FACHE as Chief Executive Officer (CEO), effective February 15, 2021. Mr. Moore was selected for his proven ability to build high-performance teams, launch profitable service lines, and positively transform culture, building upon a record of strategically positioning hospitals to capture market share in a competitive landscape. In his new position Mr. Moore will help lead the hospital’s response to the COVID-19 pandemic and address the ongoing public health challenges that some of the borough’s hardest hit communities still face.

Neil Moore is a highly respected healthcare leader with more than twenty years of executive leadership experience that includes Chief Executive Officer and Chief Financial Officer in complex healthcare organizations. He is a turnaround expert successful in designing meaningful, sustainable cost containment and revenue enhancement strategies to dramatically transform financial performance, and an inclusive leader known for seeking different points of view on mission-critical matters and achieving consensus for aggressive action plans to drive positive change. Most notably, he is a quality improvement champion who powered significant improvement in HCAHPS scores from the 50th to the 75th percentile within eighteen months, as well as created a Board of Directors Quality Committee to hold his executive team to a higher standard on quality outcomes.

His most recent position has been Principal of LIEN Healthcare Solutions, a consulting firm based in Florida and providing services in the areas of start-ups, financial turnarounds and strategic planning. Prior to establishing LIEN he was employed by University of Maryland Capital Region Health (formerly Dimensions Healthcare System or DHS) as President and CEO, and Executive Vice President and Chief Financial Officer. At DHS he was responsible for an integrated health system comprised of a number of healthcare facilities. There, he led the system through a very challenging period with significant financial and operational improvements that resulted in building a new regional medical center for the residents of Prince Georges County.

Mr. Moore has held additional leadership positions at Harlem Hospital Center (as Chief Financial Officer), Woodhull Hospital and Mental Health Center (as Deputy Chief Financial Officer), Dr. Susan Smith McKinney Nursing and Rehabilitation (as Chief Financial Officer and Chief Operating Officer), East New York Diagnostic and Treatment Center (as Chief Financial Officer and Chief Operating Officer), and Kings County Hospital Center (as Interim Deputy Chief Financial Officer).

His professional achievements are counterbalanced by a dedication to community service. He has sat on numerous boards and advisory committees, participated in roundtable discussions, presented on a national level, held several organizational memberships and has mentored numerous individuals aspiring to careers in healthcare. Prior to joining Dimensions, Mr. Moore cultivated a long history with NYC Health + Hospitals, dating back to when he interned at NYC Health + Hospitals/Kings County before graduating from George W. Wingate High School in Brooklyn.

Neil Moore received his Bachelor of Science from Saint Joseph College in Brooklyn, his Master of Public Administration in Health Policy from Long Island University, and his Master of Business Administration in Finance from the New York Institute of Technology.
