Joseph R. Masci, MD

Research Director at NYC Health + Hospitals/Simulation Center

After completing my residency in internal medicine at Boston City Hospital and fellowship in infectious diseases at Mount Sinai Medical Center, I joined the faculty of the Mount Sinai School of Medicine in 1982 and the staff of NYC Health + Hospitals/Elmhurst. I served at the Director of Medicine from 2002 through 2017 and currently serve as the Chairman of the Global Health Institute at Elmhurst. I founded the AIDS program at our hospital in 1985 and have supervised its expansion since that time. It currently encompasses the two public hospitals in Queens (NYC Health + Hospitals/Elmhurst and NYC Health + Hospitals/Queens) and receives over 1.5 million dollars annually from a variety of HRSA funding channels. I serve as the Director of HIV/AIDS Services for these two hospitals which comprise the Queens Health network of NYC Health + Hospitals. I have worked in clinical and behavioral research into HIV infection and have published several books on primary care of HIV/AIDS. I currently serve on the medical care criteria committee and the quality assurance committee of the New York State AIDS Institute. Since 2001, I have been involved in bioterrorism planning strategies at the citywide level. I co-authored a textbook on hospital preparedness for bioterrorism (CRC Press) which was published 2004 and a book on Ebola (CRC Press) which was published in 2017 and have worked in collaboration with the Northeast Biodefense Consortium in planning future research projects.

I have many years of experience in organizing clinical programs and research studies involving the ethnically diverse population of one million served by our hospital. I have also organized and led federally-funded HIV/AIDS programs in Ethiopia (2007-2014) and the Russian Federation (2004-2012). Since 2012, I have served as co-investigator and provided distance-teaching for a project funded by the NIH focused on training scientists in eastern Europe in research ethics. I have received several awards for clinical work including the Solomon Berson Award for Outstanding Teacher, Physician and Attending from the Mount Sinai School of Medicine; the Jacobi medallion from the Icahn School of Medicine, the Linda Laubenstein HIV Clinical Excellence Award from the New York State Department of Health and the President’s Award for Outstanding Medical Leadership from the NYC Health + Hospitals.
